Disability pensions will change in December 2025: new amounts for military and civilians
Changes in minimum payments for citizens with disabilities in Ukraine
In December 2025, changes will take place in Ukraine regarding minimum payments for citizens with disabilities, concerning both civilians and military personnel, as well as those affected by the Chernobyl disaster. These changes will provide new pension amounts aimed at improving the financial support for these categories of the population.
The right to disability pension will be granted to citizens who have an officially established disability and insurance experience ranging from 1 to 15 years. Payments will be calculated depending on the disability group:
- for persons with Group I – 100% of the calculated amount,
- Group II – 90%,
- Group III – 50%.
This will ensure a differentiated approach to payments, taking into account the degree of limitations in daily activities.
Minimum payments for military personnel and those affected by the Chernobyl disaster
The minimum payments for military personnel will be:
- for Group I – from 16,847 UAH,
- Group II – from 13,822 UAH,
- Group III – from 9,478 UAH.
For those affected by the Chernobyl disaster, the minimum pensions will be:
- Group I – 9,855.71 UAH,
- Group II – 7,884.57 UAH,
- Group III – 6,077.70 UAH.
Liquidators of the disaster will receive even higher payments:
- Group I – 17,486.60 UAH,
- Group II – 13,989.28 UAH,
- Group III – 10,491.96 UAH.
The maximum amount of disability pension cannot exceed ten times the subsistence minimum. It is worth noting that the last increase in pensions for military personnel occurred in March 2025, indicating ongoing monitoring and adjustment of social payments to protect the rights of persons with disabilities.

These reforms can significantly affect the welfare of thousands of Ukrainians who bear special responsibilities due to their physical limitations or the consequences of emergencies, such as the Chernobyl disaster. The implementation of new payments reflects the government's efforts towards social justice and support for vulnerable groups of the population.
