Conditions for Receiving Housing Subsidies

According to ХВИЛЯ: Ukraine’s Pension Fund has clarified a new requirement for people who have lost their jobs or had their employment contracts suspended. Under the updated rules, eligibility for a housing subsidy now depends on whether the applicant paid the minimum amount of the unified social contribution (USC) during the quarter that came before the quarter preceding the application month.

Individuals who are unemployed or have had their employment agreements put on hold can still qualify for housing assistance, provided they meet the USC payment condition. This contribution must have been made during the three months leading up to the subsidy request. For instance, if someone applies for the subsidy in June, approval will only be granted if the USC was paid in October, November, and December of the previous year.

Key Points of the New Rules

  • Income used to calculate the subsidy will be taken from June through December 2025, covering the third and fourth quarters.
  • Job loss alone does not disqualify a person from receiving the subsidy, as long as all necessary conditions are satisfied.
