Pensioners are preparing for payments by court decision: what has changed since July
For decades, Ukrainian pensioners who have won lawsuits against the Pension Fund have faced a systemic problem of non-fulfillment of these decisions. 'Winning a lawsuit is somehow possible... but receiving the money owed by the Pension Fund is truly some kind of fantasy,' comments Polyakova on the situation.
The government of Ukraine has taken a decisive step to address one of the most painful problems for millions of pensioners by adopting a new procedure for repaying Pension Fund debts based on court decisions. According to journalist Irina Polyakova, the total amount of debt reaches a staggering 85 billion hryvnias – an amount equal to the annual budget of Kyiv.
On July 14, 2025, the Cabinet of Ministers adopted Resolution No. 821, which establishes a clear order for pension debt payments. The new procedure provides for monthly payments to citizens, proportional to the funds allocated for these purposes in the budget of the Pension Fund (PFU).
An important innovation is the increase in the transparency of the process. An electronic account of all court decisions will be implemented, which will be publicly published on the PFU website. Each pensioner will be able to independently track the status of the execution of the decision in their case in their personal account on the Fund's portal.
The government of Ukraine has adopted a new resolution that provides for a clear order for paying pension debts, addressing the issue of the Pension Fund's debts to Ukrainian pensioners. This means greater transparency and the ability to oversee the execution of decisions in cases against the fund.
