Ukrainian Pensioners Abroad Must Verify Identity by 2026: A Step-by-Step Guide
Identity Verification for Ukrainian Pensioners
According to ХВИЛЯ: Ukrainian pensioners residing abroad or in temporarily occupied territories must complete an in-person identity verification process and submit a special declaration by April 1, 2026. This requirement applies to approximately one million retirees who need to confirm their personal data to continue receiving pension payments. This measure is part of ongoing efforts to maintain the integrity of social support systems during a period of national crisis.
Available Verification Methods
To accommodate citizens, several verification options have been established:
- Online identification via the Pension Fund portal;
- Verification using the Diia app;
- Video identification;
- Home visits for those unable to visit an institution in person.
Funds have been allocated in the Pension Fund's budget to settle arrears owed to pensioners. Payments have already been automatically reinstated for those who could not meet earlier requirements due to blackouts and communication issues, as noted by Denis Ulyutin:
“This decision aims to ensure financial support for Ukrainian pensioners who find themselves in difficult circumstances.” - Denis Ulyutin
This initiative is designed to improve pensioners' access to their payments, particularly amid a challenging socio-economic situation. The verification process, which offers multiple confirmation methods, seeks to reduce hurdles for Ukrainian citizens living outside the country or in non-government-controlled areas. It is also intended to bolster the stability of Ukraine's pension system by ensuring timely payments and support for vulnerable population groups.
