Ukraine’s Luxury Car Tax Revenue Jumps 25.5%: Who’s Paying the 25,000 UAH Fee
Transport Tax Revenue on the Rise in Ukraine
According to ХВИЛЯ: During the first quarter of 2026, Ukraine collected 82.9 million UAH from its transport tax, marking a 25.5% increase compared to the same period in 2025. The tax primarily targets owners of vehicles that are less than five years old and have an average market value exceeding 3.2 million UAH. The annual tax rate stands at 25,000 UAH per vehicle.
The State Tax Service of Ukraine released these figures. Additional revenue from the first quarter of 2025 amounted to 16.8 million UAH. Kyiv led all regions with 24.4 million UAH in tax payments. Other regions with notable contributions included:
- Dnipropetrovsk Oblast - 8.3 million UAH
- Lviv Oblast - 6.6 million UAH
- Kyiv Oblast - 6.1 million UAH
Tax Conditions and Car Brands Affected
To qualify for the tax, vehicles must be no older than five years from their production date and have an average market value exceeding 375 times the minimum wage-equivalent to over 3.2 million UAH as of January 1, 2026. In 2026, the Ministry of Economy listed 1,259 car models subject to the tax. Among the brands most frequently appearing on this list are:
- Mercedes-Benz
- BMW
- Audi
- Lexus
- Porsche
Additionally, exclusive brands that fall under the tax include:
- Bentley
- Rolls-Royce
- Ferrari
- Lamborghini
- Maserati
- McLaren
It is worth noting that some mainstream brands, such as Toyota and Volvo, also have specific high-end models that meet the tax criteria.
The increase in transport tax revenue reflects the activity of new car owners and their willingness to meet tax obligations.
