eRecovery Program for Internally Displaced Persons

According to Главком: Since the launch of a new phase on May 1, the eRecovery program's housing component for internally displaced persons (IDPs) from temporarily occupied territories (TOT) has continued operating. More than 17,000 applications for fund reservations have been submitted under this initiative. The first tranche of funding enabled 3,296 citizens to reserve nearly 6.6 billion hryvnias in total. Their application status has shifted to 'contact a notary,' while other applicants who have not yet received confirmation see their status as 'funds being reserved.'

Status Checks and Program Conditions

The Ministry of Communities and Territories Development, together with the government contact center, has established a queue position verification system accessible via number 1545. Applicants can check their status by providing the operator with their housing voucher number from the Diia app. The queue is automatically generated based on the exact date and time of application submission through Diia.

“The queue for housing voucher funding is formed automatically. After submitting a fund reservation request via the Diia app, it is forwarded to the electronic register of damaged and destroyed property, where the precise date and time of submission are recorded – this determines the order in the queue,” the Ministry of Communities and Territories Development stated.

Under the program's terms, reserved funds are returned to the initiative if unused within 60 days. If funds are returned, the applicant can reapply. The Housing for IDPs from TOT program provides housing vouchers to individuals with combatant status or war-related disabilities. The Ministry of Communities and Territories Development is working to secure additional funding to support this program, which aims to assist internally displaced persons in Ukraine.

The eRecovery program is a critical tool for supporting internally displaced persons affected by the war. By providing housing vouchers, it helps these individuals find temporary or permanent housing, which is especially important amid the ongoing humanitarian crisis.
