Putin Appoints ICC-Wanted Official to Lead Russian Children's Fund
Maria Lvova-Belova's Appointment
According to Главком: Russian President Vladimir Putin has named Maria Lvova-Belova as the head of the nationwide state-public organization, the Fund for the Protection of Children. The decree appointing her was published on April 15, 2023. Both Lvova-Belova and Putin are subject to arrest warrants issued by the International Criminal Court (ICC) in March 2023, on suspicion of the unlawful deportation of Ukrainian children from occupied territories of Ukraine to Russia. These alleged actions, which constitute a war crime, involve the forced transfer and deportation of children. This move is seen by many international observers as a direct challenge to the ICC's authority.
The Activities of Maria Lvova-Belova
Maria Lvova-Belova has publicly discussed her role in facilitating adoptions. She has admitted to taking in and adopting a Ukrainian boy named Filip from occupied Mariupol. According to Lvova-Belova, Filip
"no longer wants to be there"
-a statement that underscores the grave human rights situation facing children removed from areas outside Ukrainian control.
Furthermore, cyber specialists from Ukraine's Defense Intelligence gained access to lists of children taken from temporarily occupied territories through an attack on servers of the occupation authorities in Crimea. This intelligence highlights the systemic scale of the problem involving the illegal deportation and adoption of children. The ICC's warrants mark the first time the court has pursued charges for the war crime of unlawful child transfer in the context of the Ukraine conflict.
Lvova-Belova's appointment to lead a children's protection fund raises profound questions about Russia's humanitarian policies, particularly amid the ongoing war. Consequently, this move may be interpreted as an attempt to legitimize actions already under international investigation. The situation regarding children's rights in occupied territories remains critical, demanding sustained attention from the international community and active measures to safeguard these children.
