Taxi Market and Passenger Transport Reform in Ukraine
According to ХВИЛЯ: A reform of the taxi market and passenger transport is being prepared in Ukraine. The main goal of this reform is to legalize drivers working through online platforms, simplify bureaucracy, and meet the requirements of the International Monetary Fund (IMF). The presentation of the new draft law took place at the Ministry of Community and Territorial Development, where the director of the transport company 'Transflot', Viktor Fedosyuk, revealed details of the upcoming legislative act.
Main Innovations of the Draft Law
According to the new draft law, a new category is being introduced - 'self-employed vehicle carrier'. Drivers will be able to sign contracts with the 'Platform Operator', who will in turn hold taxes. It is also planned to abolish licenses for taxis and irregular transport, which will simplify the working process for many carriers. An important innovation is the mandatory driver certificate, which will become necessary for everyone involved in transport.
Moreover, as part of the reform, the introduction of a QR code on the dashboard of legal vehicles is planned, which will serve as an additional safety guarantee for passengers. This is also expected to help in the fight against illegal 'marshrutkas'. Viktor Fedosyuk noted that in 2026, the launch of the 'eQueue' system at the borders for passenger cars is planned, which aims to optimize the border crossing process for all road users.
Thus, the taxi reform in Ukraine promises significant changes in the passenger transport market, including a new status for drivers, license cancellation, and the introduction of new safety technologies.
