Allegations and the Rector's Defense

According to Главком: Volodymyr Bugrov, the rector of Taras Shevchenko National University of Kyiv, has dismissed accusations of improper intimate relationships with students and subordinates, labeling them part of a scheme to discredit him. He explained that the university's work spaces, including his own office, do not allow for concealed meetings, stating that 'the door to the rector's office is open from morning until evening' and that a secretary's workstation is permanently situated at the entrance. An assistant also works nearby, and there is a small kitchen in the adjacent rest room.

Bugrov, who has led the university since 2021, remarked:

'The question always arises about legitimizing these 'planted stories'. Last time it was some alleged mistress in my office. Let's go there now.' Volodymyr Bugrov

He also commented on the existence of a video purportedly proving his guilt: 'To my question about where it came from and who its authors are, there is still no answer. Because, again, some 'next mistress of mine' allegedly installed cameras and leaked this information.'

Protest and Upcoming Elections

A protest against Volodymyr Bugrov took place outside the university's main red building on April 1. The university community comprises over 30,000 people, highlighting the active engagement of students and faculty in the institution's governance. The election for rector of Taras Shevchenko National University of Kyiv is scheduled for May 27, 2026, and Bugrov has confirmed his intention to run for the position again.

The rector also addressed personal matters, discussing an injury he sustained last year: 'I have diabetes. Last May, I was moving a flowerpot at my dacha and hit myself. There is a scar on my leg that isn't visible in the 'leaks'. This scar can be confirmed by my rehabilitation specialist, whom I visit every Wednesday.'

Thus, Volodymyr Bugrov continues to insist on his innocence, challenging the accusations and expressing his intent to participate in the upcoming election. This case reflects ongoing tensions in Ukrainian academia regarding accountability and leadership standards.

The situation has sparked significant debate within the student body and faculty, indicating a high level of public interest in university administration. The April 1 protest may signal growing dissatisfaction among staff and students, which could influence the outcome of the rectorial election planned for May 27, 2026. In an environment of open discussion about ethics in higher education and managerial standards, such allegations can become a crucial factor in shaping trust in the university's administration.

In light of the recent controversies surrounding the university's administration, it's important to note that Volodymyr Bugrov is not the only rector facing scrutiny. A recent court ruling found a different university leader guilty of failing to properly declare assets, raising questions about governance and transparency in higher education institutions.
