According to Главком: Vladimir Bugrov, the Rector of Taras Shevchenko National University of Kyiv (KNU), has refused to hand over a parcel of land belonging to a university college for commercial development, creating significant controversy. Bugrov, who has led the university since 2021, is facing intense scrutiny over his leadership ahead of his planned re-election bid on May 27, 2026. His tenure has been marred by several scandals. The National Agency on Corruption Prevention (NAZK) found violations in his financial declaration amounting to nearly 900,000 hryvnias, and the Shevchenkivskyi District Court of Kyiv partially found him guilty of an offense related to the use of his son's car.
The land in question belongs to KNU's College of Geosurveying Technologies and spans approximately three hectares. The college building itself is larger than the university's iconic Red Building. Bugrov stated that his predecessor, Leonid Vasyliovych Huberskyi, had conducted a tender to select a developer in 2017 or 2018 with the aim of transferring the college's land for construction. According to Bugrov,
"The tender took place, but the land transfer never happened, and I never had any intention of carrying it out."
