According to ХВИЛЯ: The Ukrainian state provides monthly financial assistance to the families of military personnel who have gone missing under special circumstances. Two distinct payment mechanisms exist, which differ in their calculation basis, payment amounts, and the required documentation packages. These systems are a critical part of the social safety net for families enduring the immense stress of a loved one's disappearance during active duty.

The Two Payment Mechanisms

The first mechanism is based on the Law 'On Mandatory State Pension Insurance'. The right to payment arises one month after the serviceman's data appears in the Unified Register of Persons Missing Under Special Circumstances. The amount is calculated based on the old-age pension the missing breadwinner could have received. If there is one dependent family member, they receive 50% of this sum. For two or more dependents, they receive 100% of the sum, divided equally among them.

The second mechanism is based on the Law 'On Pension Provision for Persons Discharged from Military Service...'. In this case, receiving payments requires a court decision recognizing the person as missing, as well as an extract from the military unit's order removing the soldier from the personnel list. Documents confirming family relationships are also necessary. Under this second mechanism, the payment amount is 70% of the servicemember's monetary allowance (salary) per family member. If there are two or more family members, each receives 50% of the monetary allowance.

The key distinction between these mechanisms lies in the calculation basis: the first uses a theoretical old-age pension, while the second uses the soldier's actual salary (monetary allowance). Navigating the different eligibility requirements and calculations can be complex for grieving families.

These financial support schemes are vital for the families of servicemembers experiencing the loss or disappearance of a loved one in the line of duty. They provide a degree of material support during an extremely difficult time.
