Russia Signals Readiness for Dialogue with the EU

According to Главком: The Russian Federation has expressed its willingness to engage in discussions with European Union member states, but made clear it will not be the one to restart contact. Kremlin spokesperson Dmitry Peskov emphasized that Moscow has no plans to propose a resumption of diplomatic relations on its own. While President Vladimir Putin remains open to talking about any topic with all parties, including official Brussels, he insists that Russia will not initiate contact with the EU. Still, Moscow says it is ready to move forward in dialogue as far as Europe is willing to go.

EU Sets Conditions for Negotiations with Russia

The European Union has already stated that returning to talks with Russia is impossible unless certain conditions are met, most notably an end to the aggression against Ukraine. European Council President António Costa noted that EU leaders are discussing preparations for potential negotiations with Russia to end the war. He stressed that he is consulting with all 27 national leaders to find the best way to organize and determine what needs to be effectively discussed with Russia when the right moment arrives.

Separately, the Netherlands has led a group of countries arguing that the agreed €90 billion loan will not be enough for Ukraine to survive in 2026-2027. The Hague is proposing to use all €210 billion in immobilized Kremlin assets to support Ukraine, highlighting the severity of the situation and the need for additional financial resources for the country. The Office of the President of Ukraine has confirmed that discussions on this topic are ongoing, and the initiative has the support of President Volodymyr Zelensky.

Russia's statements about being ready for dialogue underscore the complexity of relations between Moscow and the EU, which remain strained due to the military aggression in Ukraine. The European Union's position, demanding specific conditions be met before resuming negotiations, demonstrates a clear commitment to upholding its principles of security and stability in the region. Discussions about financial support for Ukraine from European countries, particularly the Netherlands, reflect the growing political and economic backing for Kyiv during this difficult time.

As Moscow expresses its readiness for dialogue, the situation remains complicated.
