According to Главком: Russia is nearing the completion of its own satellite communications system, designed as a battlefield alternative to Starlink. This was revealed in an interview with Robert Brovdi, commander of the Ukrainian Unmanned Systems Forces, published by 'Ukrainska Pravda'. According to Brovdi, Russian forces already have a proprietary satellite network and are currently testing signal-boosting devices that function similarly to Starlink terminals.
In May 2025, Russia began widespread mobile internet outages across more than 60 regions. The government also imposed a ban on importing Starlink terminals and other foreign satellite signal receivers and transmitters without special approval from the state radio frequency commission. This move is likely tied to Moscow's efforts to build its own independent communications infrastructure.

Robert Brovdi noted that the prototypes of these Starlink-like signal amplifiers suffer from several drawbacks:
