Amnesty Proposals Rejected by Russian Parliament

According to ХВИЛЯ: The Russian State Duma has rejected eight separate amnesty bills submitted between 2020 and 2025, a move that underscores the state's reliance on prisoners for its war effort. The Duma committee stated that this rejection effectively closes the door on amnesty as a viable path to release. The last large-scale amnesty in Russia was in 2015, and the landscape for prisoners has shifted dramatically since then, particularly following the full-scale invasion of Ukraine in 2022.

Consequences for Society and the Prisoner Pipeline

Since 2022, Russian courts have convicted over 8,000 individuals involved in the so-called "special military operation" (SVO). Among them, approximately 900 were tried for violent crimes. Alarmingly, at least 423 people have been killed by actions of these veterans after they returned to civilian life, highlighting the severe societal repercussions of this policy. According to Ukraine's Foreign Intelligence Service, the only realistic route to freedom for prisoners now is through military service on the front lines.

Simultaneously, clemency has been denied to journalists, government critics, business figures, and widows of SVO participants, illustrating the narrow and selective application of any leniency. Key groups excluded from amnesty considerations include:
