Russian Forces Destroy Dnipro River Dam, Leaving Two Weeks of Water Supply
Dam on the Siverskyi Donets River Targeted in Attack
According to Главком: On March 23, Russian military forces struck and destroyed a dam on the Siverskyi Donets River near Raihorodok using two aerial bombs. This attack has severely disrupted the water supply system, as the destruction of the hydraulic unit prevents the filling of water intakes for the first and second lift stations of the Siverskyi Donets Canal. Water reserves in reservoirs are now expected to last only about two weeks, leading authorities to implement scheduled water supply rotations in cities across the Donetsk region. Attacks on civilian infrastructure like dams constitute a violation of international humanitarian law.
This is not the first assault on this critical piece of infrastructure. In the autumn of 2022, the same dam in the Raihorodok area was also blown up, which resulted in the flooding of part of the settlement. Restoration work, funded by the International Committee of the Red Cross, was carried out in the summer of 2024. These repairs involved fixing key lock lifting mechanisms, clearing debris, and demining the surrounding area.
Concerns Over Water Security
The head of Ukraine's State Agency of Water Resources, Ihor Hopchak, expressed deep concern over potential further attacks on the nation's water supply system, stating:
“Currently, water reserves will last for two weeks. Therefore, scheduled water supply will be introduced in the cities of the Donetsk region. We also urgently ask people to use water rationally and sparingly.” - Ihor Hopchak
Ukrainian President Volodymyr Zelenskyy also warned of the threats posed by new attacks:
“Yes, Russia is preparing a new wave; it will strike at infrastructure, logistics, and water supply. They want us to have problems specifically with water.” - Volodymyr Zelenskyy
This incident underscores the acute vulnerability of Ukraine's critical infrastructure during the ongoing armed conflict and its fundamental importance for meeting the basic needs of the population. Water supply restrictions could have severe consequences for the functioning of cities, highlighting the urgent necessity of protecting such facilities from further assault. Authorities continue to seek solutions to secure water access, demonstrating the persistent threat from military actions and the need for constant adaptation. The role of international organizations in repairing damaged infrastructure remains crucial for civilian survival.
As the situation escalates, the Ukrainian government is taking proactive measures to safeguard its water infrastructure. Recent developments highlight the urgent need for preparedness against potential strikes, which could further jeopardize water supplies across the nation.
