The Ukrainian delegation boycotted the event in protest of a decision by International Paralympic Committee President Andrew Parsons to allow former Russian military personnel who fought against Ukraine to compete. This marked the first time since 2014 that a Russian team participated in the ceremony, prompting boos and loud disapproval from other delegations and the audience.
