According to Главком: In its annual public assessment, Estonia's Foreign Intelligence Service states that Russia is not planning a military assault on NATO member states this year or next. However, the threat from Russia remains significant as it continues to rebuild its military forces and seeks to engage the United States in talks aimed at lifting American sanctions. This report comes from a frontline NATO state with deep expertise on its eastern neighbor.

The report indicates that Russian leadership is concerned about Europe's rearmament, viewing it as a potential precursor to independent European military action against Russia within two to three years. In response to the ongoing conflict, Estonia has banned 1,073 individuals who participated in the war against Ukraine on the side of Russian occupation forces from entering the Schengen Area.

The head of the Estonian Foreign Intelligence Service, Kaupo Rosin, emphasized that Europe must invest in its defense and internal security to ensure Russia concludes it has no chance against NATO nations in the future.
