According to Главком: Ukraine’s Security Service (SBU) and the prosecutor’s office are conducting searches at the Kharkiv City Council, specifically targeting the Department of Digital Transformation. According to the Kharkiv Anti-Corruption Center, the raids are part of a case involving the manipulation of budget funds.

Kharkiv Mayor Ihor Terekhov learned about the searches from the media. In response, he stated:

“I also found out from the media that searches are underway. I want to say that no one is untouchable, regardless of their contributions during the war. If violations are found, the person will be held accountable.”

He also announced the formation of a working group to combat corruption and abuse.

Public willingness to report corruption remains low. Only 12.4% of citizens said they would contact the relevant authorities, while 21.1% of business representatives expressed the same. In 2025, just 7.3% of citizens and 9.5% of business representatives actually reported corruption. Among entrepreneurs, this rate dropped significantly from 17.2% the previous year.

Overcoming corruption in Ukraine requires abandoning the manual management of state processes and ending informal influence on decision-making.

The searches at the Kharkiv City Council highlight the critical need for anti-corruption efforts in Ukraine, especially during wartime, when corrupt practices can severely impact the state budget and society.
