According to Главком: Ukrainian authorities have prevented a planned terrorist attack in the capital, Kyiv, after detaining two individuals working as agents for Russia's Federal Security Service (FSB). The suspects, both Kyiv residents recruited by Russian intelligence, were preparing to bomb an administrative building in the city center. They placed an improvised incendiary device near a generator unit and intended to trigger it remotely. Following the planting of the explosive, the pair attempted to flee the city by boarding a passenger train heading toward the Chernihiv region, with plans to illegally cross the border into Russia using an inflatable boat.

The suspects were apprehended while still on the train. One of them is a mobilized Ukrainian soldier who had deserted his military unit, while the other worked as a marketer in the capital. Law enforcement first identified them due to their activity on Telegram channels, where they openly expressed support for the Kremlin regime. In exchange for carrying out the attack, Russian handlers had promised to evacuate the agents to Russian territory and provide them with jobs within the FSB.

Case Details

According to the Security Service of Ukraine (SBU), the agents received instructions from Russia on how to build the improvised incendiary device, which they then placed under a generator in Kyiv's Shevchenkivskyi district. A hidden camera with remote access was installed across from the target location, allowing FSB handlers to monitor the site. This camera was also equipped with a secondary incendiary device intended to detonate after the initial explosion. Investigators seized smartphones containing evidence, as well as the inflatable boat the suspects planned to use for their escape.

Prior to the planned attack, the agents carried out test assignments, including hiding a cache of weapons in a forested area on the outskirts of Kyiv and sending its GPS coordinates to the FSB. One of the detainees, the soldier who deserted, also provided Russian intelligence with information about Ukrainian military facilities, including training grounds, equipment, and troop numbers.

The SBU has formally charged both individuals under Article 15, Part 2, and Article 258, Part 1 of the Ukrainian Criminal Code (attempted terrorist act). Authorities are also considering additional charges of high treason. If convicted, the suspects face life imprisonment with confiscation of property. The operation was carried out by the SBU's Main Directorate in Kyiv and the Kyiv region, working alongside the Criminal Investigation Department of the National Police in Kyiv.

“To carry out the terrorist act, the agents received instructions from Russia on making an improvised incendiary device, which they placed under a generator in the Shevchenkivskyi district of the capital. According to the enemy's plan, detonating the equipment was meant to cause a massive fire that would engulf a nearby administrative building-the SBU press center,” the SBU stated.
