Andrii Sybiha and Sviatlana Tsikhanouskaya Hold Talks in Kyiv

According to МЗС: Ukraine’s Foreign Minister Andrii Sybiha met with Sviatlana Tsikhanouskaya, the leader of Belarus’s democratic opposition, in Kyiv. Their discussions covered regional security, Belarus’s future, cooperation between Ukraine and Belarusian democratic forces, sanctions, and the accountability of the Lukashenko regime. Sybiha stressed that lasting security in Central Europe and the Baltics cannot be achieved without a democratic and sovereign Belarus.

Sybiha welcomed Tsikhanouskaya, who heads the United Transitional Cabinet of the Belarusian democratic opposition. He noted that nearly a thousand Belarusians remain imprisoned for their civic stance, while over 90 Belarusian citizens have died fighting against Russia. The Ukrainian foreign minister also underscored the need for unity among all democratic forces in Europe, emphasizing that Ukrainians and Belarusians share a common goal: to live in free, independent, and secure nations.

The meeting resulted in an agreement to continue dialogue and political consultations with Belarus’s democratic forces. Ukraine also secured commitments for collaboration in humanitarian, information, sanctions, and expert fields. Sybiha received a new set of sanctions proposals from the Belarusian delegation, which he plans to bring before the EU. Regarding the Lukashenko regime’s accountability, Sybiha stated that it bears shared responsibility for the crime of aggression against Ukraine, and a special tribunal in The Hague will investigate Lukashenko’s involvement.

A key outcome was the appointment of Yaroslav Chornohor as ambassador-at-large for engagement with Belarusian democratic forces. During the meeting, archival diplomatic documents from the era of the Ukrainian and Belarusian People’s Republics were also presented, provided by the State Archival Service of Ukraine under Anatolii Khromov. Larysa Levchenko, director of the Central State Archive of Higher Authorities and Governance, commented on their significance.

Sybiha expressed his conviction that Belarusians deserve freedom, independence, and the right to determine their own future. He also highlighted the importance of countering Russification and promoting the Belarusian language. The minister extended an invitation for a democratic Belarus to join the Lublin Triangle, describing it as a natural alliance of free European nations: Ukraine, Poland, Lithuania, and Belarus.
