The government launches 'Pulse' for business: how communication with the state will change
Digital ecosystem of trust: 'Pulse' for cooperation between business and the state
The government of Ukraine has approved a plan to launch an experimental project for digital interaction between executive bodies and businesses through the information system 'Pulse'. This was reported by the Ministry of Economy, Environment and Agriculture.
The main goal of the experiment is to create a convenient channel for entrepreneurs to submit requests, monitor their processing, and assess the quality of responses from government bodies.
The Minister of Economy, Environment, and Agriculture Olexiy Sobolev emphasized the importance of creating a digital ecosystem of trust between business and government through 'Pulse'. This platform will allow entrepreneurs to submit online requests with electronic signatures, track the status of requests, and evaluate the quality of their consideration.
Expected results and project participants
Among the expected results, it is worth noting the facilitation of communication between business and government, reduction of bureaucracy, ensuring transparency and accountability of government bodies, as well as providing analytical information for decision-making.
- The Ministry of Economy will manage the project
- The State Regulatory Service will be the moderator
- JSC 'Prozorro.Sales' will be responsible for the technical part of the platform
- All central executive bodies, the Office of the President, the Government Contact Center, and the Business Ombudsman Council will connect to 'Pulse'
The experiment will start on January 1, 2026, and will last for two years.
The government's resolution on launching the 'Pulse' project is a step towards simplifying the interaction between business and government, ensuring greater transparency and efficiency in resolving issues between them. The participation of key players in the project guarantees wide coverage and competence in implementing this initiative.
