Idle Megawatts: The Bureaucratic Gridlock Blocking Ukraine's Power Supply
According to ХВИЛЯ: Hundreds of megawatts of power generation capacity are sitting unused in Ukraine, worsening an existing electricity shortage. This is due to a significant number of gas piston units, received as aid, remaining unconnected to the grid because officials are stalling the process with bureaucracy and a fear of making decisions.
Ukraine is experiencing an electricity deficit, leading to rolling blackouts across the country. In 2023, USAID provided Ukraine with 92 gas piston generator units, but as of publication, only about half have been connected. These units are operational in Starokostiantyniv and Zhytomyr, while in other cities, clusters of 4-5 units remain inactive. Estimates suggest roughly 200 MW of available capacity-enough to power all of Kyiv's critical infrastructure-is currently idle. This situation is particularly critical as Ukraine's energy system remains under constant threat from Russian attacks.
'The story with the USAID gas piston units is telling. All 92 units were in Ukraine back in 2023. Half a year later, only a few were working, for example in Starokostiantyniv and Zhytomyr. Out of the 92 units transferred, only half are connected. Poltava reported three days ago that they connected their first one-megawatt station. Only the first one. And in other cities, groups of 4-5 units are still standing idle,' said Oleg Popenko, head of the Union of Consumers of Utility Services.
He also emphasized that responsible officials avoid making decisions out of fear. 'No way, I don't want to go to prison,' one official stressed, according to Popenko. Entrepreneurs managing these units state they are ready for connection. 'We have gas piston units of various capacities - 1, 2, 5 MW. We are looking for a place to connect them. The money for connection is there, everything is there. Give us the land, let's work,' the entrepreneurs noted.
