U.S. Joins Russia and China in Unprecedented Vote Against IAEA Resolution
IAEA Resolution on Ukraine's Energy Infrastructure
According to ХВИЛЯ: The IAEA Board of Governors has adopted a resolution condemning attacks on Ukraine's energy infrastructure as a threat to nuclear safety. The vote saw 20 nations in favor and 10 abstaining. Four countries voted against: the United States, Russia, China, and Niger. This marks the first time in history the U.S. has voted against such a resolution, a significant departure from its usual stance of supporting Ukraine in international forums.
This is the seventh resolution of its kind since Russia's full-scale invasion began four years ago. Earlier this year, in February, the U.S. abstained from a UN General Assembly vote on a Ukraine support resolution, which was backed by 107 countries, opposed by 12, and saw 51 abstentions.
The U.S. delegation explained its decision, stating: 'While we continue to support the IAEA's work in Ukraine, we do not support the Board considering an unnecessary resolution that does not contribute to the goal of peace between Ukraine and Russia.'

The resolution's passage highlights the geopolitical divisions over the war in Ukraine and its nuclear safety implications. The U.S. decision to oppose it may signal a shift in its diplomatic approach to the conflict, reflecting deeper strategic disagreements among major powers. The recurring nature of these votes underscores the protracted complexity of the war and the persistent challenges faced by the international community in ensuring regional stability.
