Strengthening penalties for offenders: what awaits car owners
The Ukrainian police plan to strengthen accountability for drivers who constantly violate traffic rules. According to the police, existing fines do not help stop those who continue to break the law.
'A serial offender can be anyone'
First Deputy Head of the Patrol Police Department Oleksiy Biloshytsky noted that the police do not make a distinction between categories of drivers who most often violate traffic rules, as it does not depend on age or driving experience. However, it has been noted that there is a certain group of drivers who systematically violate, particularly fans of aggressive driving style in the city.
Fines do not work: police want to change the system
Most articles of the Code of Administrative Offenses in Ukraine provide for punishment only for the first or repeat offense within a year, which practically has no impact on the behavior of some drivers. Therefore, the police are considering the introduction of a 'third level' of responsibility for those who violate for the third time within a certain period. The idea of implementing a points system for fines, which operates in many countries, is also being considered, where each offense adds a certain number of points, and an excessive sum can lead to revocation of the driver's license.
A signal to society
According to Oleksiy Biloshytsky, constant violations of traffic rules are not only a matter of discipline but also a matter of safety on the roads. Frequent violations indicate a serious problem that requires regulation, as aggressive drivers pose a threat to road users.
This news indicates that the police in Ukraine plan to take stricter measures against serial traffic rule violators, as the existing penalty system does not effectively deter them. The goal of such measures is to ensure greater safety on the roads and improve discipline among drivers.
