The messenger Telegram has started the registration process for its official representation in the Russian Federation, but it is still unclear whether this means the opening of a physical office. According to information from Russian media, data from the Roskomnadzor registry confirms that Telegram has submitted an electronic registration form and created a personal account for the company, which is one of the steps in the 'landing' procedure.

In November 2021, Telegram was included in the list of foreign organizations operating online in Russia. According to the 'landing' law, foreign IT companies must open a branch in the Russian Federation, respond to requests from Roskomnadzor, and place a feedback form on their website.
