Who has lost their benefits?

Among those affected by these changes are the most vulnerable groups of the population with guaranteed social support, such as military personnel, veterans, Chernobyl victims, widows and families of fallen heroes, former prisoners of concentration camps, and others.

Flaws in legislation

After amendments to the Cabinet of Ministers' decree No. 389, the rights of citizens enshrined in laws were restricted, establishing discounts only for families with an income of one person not exceeding 4240 hryvnias. This led to serious financial losses for Ukrainians, who now spend from 600 to 1500 hryvnias more per month on utility services.

Actions in court

The lawyer emphasizes that the changes made by the government are illegal, as decrees cannot violate laws. The Constitutional Court has already confirmed that social guarantees cannot be canceled by subordinate acts.

Returning money: advice

To restore their benefits and receive compensation for overpaid funds, citizens should contact the Pension Fund and file a lawsuit. If the decision is made in favor of the plaintiff, they will not only regain their benefits but also receive reimbursement for the period from May 1, 2025.
