According to ХВИЛЯ: Starting in 2026, Ukraine will enforce strict rules regarding electricity meters with broken seals. Using such devices will be prohibited, and homeowners or apartment residents will be held responsible for maintaining seal integrity. If a seal is damaged-whether intentionally or by accident-the consumer must immediately notify their energy supplier. When a violation is discovered, an inspector will document it, and a special commission will calculate the amount of electricity used without proper metering, then issue a corresponding bill.

Penalties for Violations

Fines will be applied in several scenarios. In 2026, individuals face penalties ranging from 1,700 to 3,400 hryvnias, while legal entities will be fined between 8,500 and 17,000 hryvnias. The most severe case involves deliberately removing a seal to steal electricity, which is classified as theft. However, if the meter is located in a shared hallway of an apartment building, the management company is responsible for the seals, meaning residents will not face fines. In that situation, consumers only need to pay for re-sealing the meter.

To avoid complications, anyone who accidentally damages a seal should contact their energy provider as soon as possible. This proactive step can prevent financial penalties and ensure accurate tracking of electricity usage.

These rules highlight the importance of complying with electricity metering standards and the responsibility consumers bear for the condition of their meters. Failure to follow the requirements can lead to serious financial repercussions.
