According to Главком: The Yekaterinburg City Duma has approved a measure allowing military enlistment offices to use municipal property free of charge. This includes theaters, zoos, parks, and other buildings and structures, which can be repurposed as assembly points or mobilization centers. The decision aligns local regulations with federal mobilization laws in the Russian Federation.

Under this framework, military commissariats will have the right to access city-owned assets at no cost for their operational needs. Vladimir Zakharov, deputy head of the municipal property management department, stated that the adopted document is a framework policy outlining procedures should mobilization be reactivated.
