According to Главком: On June 29, an explosion in Monaco injured Vadim Yermolayev, a Ukrainian businessman under 15 separate sanctions. The Monaco prosecutor's office has classified the incident as a terrorist act. Yermolayev, who swapped his Ukrainian citizenship for Cypriot nationality in 2017, is now in critical condition following the blast.

Yermolayev faces sanctions for collaborating with Russia. Before the full-scale invasion, his wealth reportedly exceeded $200 million. His Alef business group, founded in the 1990s, owns enterprises that were operating in Crimea under Russian law as of 2017. The group's 'Alef-Vinal' vineyards span roughly 3,800 hectares, and its alcoholic beverages for mainland Ukraine were bottled at a plant in Synelnykove.

Sanctions and Business Activity

By November 2014, four of the company's five Crimean enterprises had already been re-registered. President Volodymyr Zelenskyy has stated that those on the 'blacklist' are 'working for Russian aggression and have taken the vile path of collaboration with the terrorist state.' The sanctions against Yermolayev were imposed in December 2023 at the recommendation of Ukraine's Security Service.

Notably, Yermolayev's business was formally transferred to his daughter, Sofia Kononenko, and some companies were re-registered under German citizen Yevgen Steinberg. Despite the sanctions, Yermolayev's business structures remain active. For instance, construction continues on an entertainment venue in central Dnipro, near the 'Most-City' shopping center-a property owned by Yermolayev. Denys Selin has remarked that

'everyone pretends not to know who the client and contractor are for this work.'
