Hungary, which had previously stalled a €90 billion loan package for Ukraine and held up a new round of sanctions against Russia, has withdrawn its veto and ended its opposition. This breakthrough came after Hungarian Prime Minister Viktor Orbán suffered an electoral defeat, with challenger Péter Magyar securing a decisive victory.

Ukrainian President Volodymyr Zelenskyy, who attended the summit, firmly rejected the idea of 'associate membership' in the EU as an alternative. He is pushing for full membership, stating:

“Ukraine does not need symbolic membership in the EU”

, and emphasizing that

“Ukraine is defending itself and, without a doubt, is also defending Europe”

. He further stressed that

“this is not just a positive decision, not just words. This is about survival”

The summit also explored the concept of 'associate membership,' a proposal backed by France and Germany. However, Lithuanian President Gitanas Nausėda set 2030 as a 'target date' for Ukraine, while Zelenskyy is pushing for a commitment to join the EU by 2027. “if we want to enlarge Europe, it will likely be an onion model with many layers of cooperation, and this needs to be discussed”
