Ukraine Set to Impose Drastic Fines for Speeding Violations

Speeding Blamed as Leading Cause of Road Accidents in Ukraine

According to Главком: Speeding accounts for over 42% of all road traffic accidents in Ukraine, according to Oleksii Biloshitskyi, First Deputy Head of the Patrol Police Department. In the first half of 2026 alone, more than 4,300 speed-related crashes resulted in injuries, claiming over 600 lives and leaving more than 5,500 people wounded. This alarming trend has sparked a reform drive, particularly after a tragic accident on June 5 at Karavaevy Dachi in Kyiv that killed four people. For context, Ukraine has long struggled with road safety, ranking among European countries with higher traffic fatality rates.

Draft Law No. 15348 and Its Core Provisions

In response, Ukraine's parliament has registered Draft Law No. 15348, aimed at boosting road safety.

“The parliamentary body prepared Draft Law No. 15348, which seeks to enhance road safety. We also took part in its discussion and preparation,” stated Oleksii Biloshitskyi.

The bill's central idea is to introduce proportional liability: the more a driver exceeds the speed limit, the harsher the penalty. It also proposes a new fine system for speeding and separate sanctions for repeat offenders who commit gross traffic violations.

The current fine for exceeding the speed limit by more than 20 km/h has remained virtually unchanged for nearly two decades.

“The fine for speeding over 20 km/h has essentially not been revised in almost twenty years. After introducing a 50% discount for timely payment in 2021, a driver can pay only 170 hryvnias, which is even less than the fine set in 2008,” emphasized Oleksii Biloshitskyi.

The 50% discount will remain for the two lowest categories of violations: exceeding the limit by more than 20 km/h and by more than 40 km/h.

Prime Minister Yuliia Svyrydenko has pledged a comprehensive set of solutions in this area, while the Ministry of Internal Affairs has prepared proposals alongside lawmakers. The reform, designed to reduce accident numbers and improve road safety, resonates strongly with the public.

These proposed legislative changes to traffic laws could significantly impact safety levels on Ukrainian roads. If the bill passes, the new fine system and stricter accountability for speeding may help lower the number of road accidents. Given the issue's importance to society, the reform is likely to spark lively debate among drivers and road safety advocacy groups.

In light of the ongoing efforts to improve road safety, Ukraine is also considering a points-based penalty system for drivers. This initiative follows a tragic incident involving numerous traffic violations, highlighting the need for more effective measures to deter reckless driving and enhance accountability on the roads.
