New Contract Terms for International Volunteers in Ukraine

According to Главком: Ukraine has introduced fresh contract options for foreign volunteers serving in infantry and assault units, with durations ranging from 6 to 14 months, as part of efforts to address personnel shortages. Under the updated terms, volunteers can earn up to 460,000 hryvnia per month. Ukrainian Defense Minister Mykhailo Fedorov has highlighted these as among the highest infantry salaries globally, aiming to attract international recruits to join the country's armed forces.

Challenges in Retaining Foreign Fighters

The new rules establish contracts for infantry and assault units that can last between 6 and 14 months. The average monthly income for service members is roughly 300,000 hryvnia, with a maximum of 460,000 hryvnia. The policy seeks to fill 30–50% of positions in these units with foreign volunteers, despite these roles being among the most dangerous on the front lines.

Even with attractive financial incentives, keeping foreign troops engaged presents several hurdles:

  • Many foreigners view the six-month contract as a fixed endpoint, leaving only a few weeks for active duty after completing basic training.
  • Motivation has shifted from ideological to financial: while in 2022 volunteers largely came for political or principled reasons, monetary factors now play a bigger role.
  • Retention is hampered by limited access to Ukraine's digital military systems and fewer benefits compared to Ukrainian soldiers.
As one expert noted, 'If you want to get people, you have to pay.'

On June 12, Ukrainian authorities announced the start of a large-scale transformation of the military service system, featuring new contracts, increased payments, simplified transfers, and a phased demobilization of troops.

These changes could significantly reshape the structure and size of Ukraine's armed forces. Service members who have been in the military the longest are set to be discharged by the end of 2026. Thus, the new contract system for foreign volunteers is part of a broader reform aimed at improving service conditions in the Ukrainian army.
