According to Главком: Turkey now leads as the country sending the highest number of officially registered labor migrants to Ukraine. This development puzzles experts, as living standards in Turkey are at least comparable to-if not higher than-those in Ukraine. According to Oleksandr Gladun, Deputy Director for Research at the Mykhailo Ptukha Institute of Demography and Life Quality Studies of the National Academy of Sciences of Ukraine, this statistical trend raises several questions.
“Personally, I find it quite difficult to explain this statistical trend from a purely scientific perspective. The standard of living in modern Turkey is, let’s say, at least not lower than in Ukraine. Why Turkish citizens are coming to work here in such numbers is something I cannot definitively explain.” - Oleksandr Gladun
Globally, labor migration is typically driven by differences in living standards and income between countries. However, in Turkey’s case, this logic does not hold, as its quality of life is on par with Ukraine’s. Ukrainian state authorities cannot provide precise data on the actual number of foreigners working in the country. The registration system only records work permit issuances, but no agency can determine exactly how many foreigners are truly residing and employed in Ukraine. This lack of accurate data complicates the analysis of labor migration flows.
Nataliia Naumenko, Head of the State Migration Service, noted that labor migration was relevant in Ukraine before the full-scale war, continues during it, and will persist afterward. She also expressed caution regarding citizens from Bangladesh, describing the country as overpopulated and impoverished, with a state policy that actively encourages its citizens to leave.
