New Centralized Pricing System for Construction Materials

According to Главком: Ukraine is set to introduce a unified price database for construction materials used in state-funded projects. Proposed by the State Audit Service of Ukraine under the leadership of Alla Basalaieva, this initiative aims to curb cost inflation and manipulation during the country's rebuilding efforts. Alongside this, new rules for labor cost reimbursement have been established, limiting state compensation to verified expenses only.

The reform was jointly initiated by the State Audit Service and the Ministry of Communities and Territories Development. The government has already approved updated approaches to calculating construction costs under martial law. Previously, contractors would declare salaries of 50,000 hryvnias but only pay social security contributions based on the minimum wage of 8,000 hryvnias.

“In the past, a contractor would sign a contract and outline their expenses. For example, they’d say they’d use specific materials and need a certain number of workers earning 50,000 hryvnias per month. The state would agree, the contract would be signed, and construction would start. But when we check, we see that social security contributions were paid not on 50,000 hryvnias but on the minimum wage of 8,000 hryvnias. Where did the difference go?” - Alla Basalaieva

New Rules and Their Impact

Under the updated regulations, the state will only reimburse contractors for salary costs backed by actual payment receipts, within the contract’s limits. The next step is creating a centralized price database for construction materials. The Ministry of Communities and Territories Development has been given three months to implement this task. The database will set maximum material prices for each region, making it harder to overcharge.

“The database will contain a ceiling price that cannot be exceeded in cost calculations for any construction project. If we need grade 500 concrete, we check the database for the maximum price in that region. We can buy it for less, but not for more.” - Alla Basalaieva

This new system, similar to those used in European Union countries, is designed to enhance transparency and trust in reconstruction processes. Audits of defense contracts from March to May 2026 resulted in 7.3 billion hryvnias being returned to the state budget. These measures aim to ensure efficient use of public funds and prevent abuse in the construction sector.

Introducing a unified construction material price database in Ukraine represents a significant step toward improving the efficiency of state spending and reducing opportunities for fraud. The new labor cost reimbursement rules also contribute to greater transparency in public procurement. Implementing this initiative could lay the groundwork for further reforms in construction and rebuilding, which is especially critical under martial law and the urgent need to restore the country's infrastructure.

As Ukraine implements a new pricing system for construction materials, it is essential to consider the broader context of ongoing reforms aimed at improving transparency in public spending. Recently, the closure of loopholes in state property management has been a crucial step towards ensuring accountability in government projects. These measures collectively reflect the government's commitment to enhancing oversight and efficiency in reconstruction efforts.
