Ukraine and Bulgaria Forge Strategic Partnership, Outlining Key Areas for Cooperation
First Joint Consultations Held
According to Главком: In a significant step to deepen bilateral ties, the governments of Ukraine and Bulgaria have concluded their first joint consultations. This high-level meeting resulted in a joint declaration and an agreement to develop a roadmap of practical steps. The partnership is strategically focused on several key sectors:
- Energy

- Transportation
- Black Sea regional security
- Education
During the talks, officials addressed diesel fuel supplies and increasing gas deliveries via the Vertical Gas Corridor and Trans-Balkan Route. Bulgaria also announced its intention to join the Purl initiative. Security in the Black Sea region was a major topic, including discussions on Ukraine's potential inclusion in a maritime demining group. This meeting underscores Bulgaria's evolving role as a key partner for Ukraine in Southeastern Europe, particularly for energy and security.
Cooperation in the transport sector will focus on expanding railway connectivity. Ukraine expressed interest in involving Bulgaria and its companies in reconstruction projects, especially in the Odesa region. A Protocol on the operation of the Georgi Rakovski Bolgrad Gymnasium in the Odesa region was also signed during the meeting.
Educational Ties and Future Plans
With approximately 80,000 Ukrainians currently in Bulgaria, including about 20,000 children, educational collaboration is a priority. Work is ongoing to integrate a Ukrainian component into Bulgaria's educational curriculum, notably in history textbooks. The next round of consultations is planned to be held in Bulgaria in the coming months, alongside the resumption of the Intergovernmental Commission on Economic Cooperation.
The delegation to Kyiv was led by Bulgaria's Acting Prime Minister, Andrey Gyurov, and included several key ministers: Foreign Minister Nadezhda Neynsky, Transport and Communications Minister Korman Ismailov, Defense Minister Atanas Zapryanov, Education and Science Minister Sergey Ignatov, and Energy Minister Traicho Traikov. Both nations have commenced active work on restoring passenger rail links between them.
The comprehensive consultations between Ukraine and Bulgaria, covering vital areas from energy to education, demonstrate a clear intent from both nations to strengthen their bilateral partnership for the long term.
