According to Главком: Ukraine and Bulgaria have entered an active phase of work to re-establish direct passenger rail service, which will travel through Romania. The project's goal is to conduct a trial run of the train in the summer of 2026. Discussions are not limited to rail but also encompass broader transport cooperation, including the development of a Danube River cluster and improvements to road infrastructure.
A primary task at this stage is developing a competitive and attractive pricing model for passengers. Direct rail links with Bulgaria were severed due to logistical challenges caused by the war, as well as the need to coordinate schedules with Romanian authorities. This initiative represents a significant step in rebuilding international transport links for the region. The restoration of this route would provide a vital overland connection for travelers and trade between the Black Sea nations.
Oleksiy Kuleba, a representative of the initiative, stated: 'We are working on launching passenger rail service between Ukraine and Bulgaria via Romania. The goal is a trial run this summer in a trilateral format.'
Other aspects of transport cooperation under discussion include:
- Developing the Danube cluster, which involves enhancing the role of river ports in regional logistics;
- Modernizing road infrastructure, particularly border crossing points and access roads;
- Building out strategic transport corridors that connect Ukraine with Southern Europe.
These measures could substantially improve logistical capabilities and foster economic development across the region.
Political Context in Bulgaria
It is noteworthy that a new caretaker government, led by Andrey Gyurov, has begun work in Bulgaria. Snap parliamentary elections are scheduled for April 19th. These will be the country's eighth general election since 2021. The early vote follows the collapse of a coalition formed around the center-right GERB party, which included the Bulgarian Socialist Party and the 'There Is Such a People' party, the latter supported by businessman Delian Peevski's 'New Beginning' political force. The political situation adds a layer of complexity to long-term infrastructure planning.
