Agreement Reached Between Sweden and Ukraine

According to Мін. Економіки: Sweden and Ukraine have concluded an agreement to simplify the accreditation of verifiers under the Carbon Border Adjustment Mechanism (CBAM). This arrangement will enable Ukrainian exporters to use actual greenhouse gas emissions data instead of relying on higher default values. The agreement was finalized during a working meeting attended by Deputy Minister Oleksandr Krasnolutsky, leadership from the Swedish Board for Accreditation and Conformity Assessment (SWEDAC), and representatives of the European Commission. The CBAM is a key part of the EU's strategy to reduce carbon emissions and prevent 'carbon leakage' from countries with less stringent climate policies.

Support for Ukrainian Exporters

Under the new terms, Ukrainian exporters will be able to verify their greenhouse gas emissions data in compliance with CBAM regulations. The Swedish side confirmed its support for Ukraine and proposed a flexible cooperation mechanism. SWEDAC expressed readiness to accredit Ukrainian verification bodies, leveraging the technical foundation and expertise of Ukraine's National Accreditation Agency (NAAU).

Oleksandr Krasnolutsky noted that this solution circumvents logistical constraints caused by the inability of international experts to travel to Ukraine due to the ongoing war. This will, in turn, accelerate the process for Ukrainian businesses and help maintain their competitiveness within the EU market.

This agreement represents a significant step in Ukraine's integration into the European market, as simplified accreditation procedures will help its exporters adapt to new environmental standards. Given current challenges, including the military conflict and economic difficulties, support from Sweden could prove vital for the further development of Ukrainian exports and for attracting investment into the country's economy.
