According to Главком: Countries participating in the Drone Deal initiative-those with intergovernmental agreements with Ukraine-can now purchase Ukrainian weaponry and technologies directly from manufacturers. The Ministry of Foreign Affairs (MFA) will oversee the selection of partner nations, while the Ministry of Defense (MoD), alongside other bodies, will compile a list of critical items banned from transfer.

Under the new rules, export applications for arms and technologies valued at 15 million hryvnias or more will be processed within up to 30 days. Importantly, technology transfers will occur without the alienation of intellectual property rights. Re-export or transfer to third parties requires written consent from Ukraine. When exporting products to third countries, 20% of their value must be contributed to the state budget.

Priorities and Expectations

The needs of Ukraine's Defense Forces remain the top priority under this initiative. Exports are only permitted if the Ukrainian military's requirements are guaranteed. As Mykhailo Fedorov stated,

“The most important thing: the needs of the Ukrainian Defense Forces remain an unwavering priority. Exports are only possible if the Ukrainian military is guaranteed supply. If the state needs a particular weapon, permission may be denied.”

A manufacturer can export products only if it can simultaneously fulfill a state contract and an export order.

Additionally, progress on the Drone Deal is expected in Ukraine and the EU within the next six months, according to President Volodymyr Zelenskyy. He also emphasized that

“arms exports should become a long-term source of economic strength for Ukraine.”

Earlier, Head of the Presidential Office Kyrylo Budanov warned that without developing exports, Ukraine risks losing its place in the global arms market. It has been noted that some Ukrainian companies are attempting to sell weapons to foreign partners without state coordination.
