According to ХВИЛЯ: Before the introduction of simplified taxation and official registration of individual entrepreneurs, running a business in the 1990s was often informal. For hundreds of thousands of Ukrainians, including former teachers, doctors, and engineers who tried trading during that decade, such work can still count toward their insurance record-but only with the right paperwork.
To prove the period, applicants need to show that insurance contributions were paid. Valid proof includes any one of the following documents issued in the 1990s: a single-tax payment certificate, a special trading patent, a patent for a fixed income tax, or a registration certificate confirming the individual's status as a business entity.
If those documents no longer exist, there are other routes. People can look up the register of insured persons, ask the Tax Service about social contributions or business registration, or request a registration reference from the district administration or executive committee that handled the paperwork at that time. Court rulings have established that losing access to archival files or missing register entries for reasons beyond the applicant's control cannot remove the right to a pension.
Using data from the insured persons register, the Pension Fund of Ukraine can issue a certificate in form OK-5.
