According to ХВИЛЯ: The Ukrainian Hydrometeorological Center has issued a weather forecast for February 26, warning of hazardous conditions including widespread icing and strong winds. The agency has declared a Level I (yellow) danger alert for Kyiv and the surrounding region, indicating potential risks to the public from icy conditions expected overnight and into the morning. This alert system is commonly used across Europe to signal weather-related hazards.
Icing is forecast across most of Ukraine, with the southern regions and Zakarpattia being the only exceptions. In the eastern and southeastern parts of the country, precipitation will fall as wet snow, which may stick to surfaces in some areas. Elsewhere, no significant precipitation is anticipated, aside from light snow in the Carpathian Mountains overnight.

Winds will primarily be northerly at 5-10 m/s (11-22 mph). However, gusts reaching 15-18 m/s (34-40 mph) are possible in southern areas during the daytime. Air temperatures throughout the day will range from -2 to +3 degrees Celsius (28 to 37 degrees Fahrenheit). In western, northern, and most central regions, nighttime lows will drop to -1...-6°C (30 to 21°F). For Kyiv, the night will bring temperatures of -3...-5°C (27 to 23°F), with a daytime high around 0°C (32°F). In the Carpathians, temperatures could fall to -7...-12°C (19 to 10°F) overnight.
The Hydrometeorological Center cautioned that these conditions are likely to create hazardous travel and complicate road transportation.
