Ukraine's Cabinet Eases Rules for Writing Off Military Assets Destroyed in Combat
Streamlining the Write-Off Process for Military Assets
According to Главком: The Ukrainian Cabinet of Ministers has simplified the procedure for decommissioning military assets that have been destroyed or irreparably damaged in combat. The mandatory technical condition reports have now been abolished, which will significantly ease the accounting and write-off process. For destroyed or damaged property, depreciation is automatically considered to be 100%, and the value of losses will be recorded without reduction, regardless of the asset's service life. This reform is a direct response to the immense logistical challenges posed by the ongoing war.
Deputy Defense Minister Yevhen Moysiuk noted that simplifying the procedure 'will free up personnel involved in asset accounting and write-offs to perform their primary duties and reduce the bureaucratic burden on units.' An important clarification has also been made to the rules for indexing the cost and depreciation coefficient for unmanned ground robotic complexes (UGRCs), which will ensure more accurate accounting of losses in this category.
Additional Changes and Their Impact
Separately, the Ministry of Defense has refuted information about the possible launch of new mobilization mechanisms from April 2, 2026, considering such reports premature. The changes to the military asset write-off procedure are intended to improve resource management efficiency and reduce administrative barriers for military units.
Simplifying the asset write-off process could significantly impact the operational effectiveness of military units engaged in active combat. Reducing bureaucratic burdens will allow troops to respond more swiftly to changing situations and focus on core missions, which may enhance the overall combat readiness of the army. These changes are crucial for managing the vast quantities of equipment lost or damaged in the conflict.
In addition to streamlining the write-off process for military assets, the Ukrainian military is also implementing measures to facilitate the return of soldiers to duty. This initiative aims to enhance operational readiness by minimizing delays and ensuring that personnel can quickly rejoin their units.
