Ukraine Overhauls Land Valuation Framework

According to Главком: The Cabinet of Ministers of Ukraine has introduced significant updates to land valuation regulations, aiming to boost community development and streamline business procedures. Among the key changes, the strict linkage to administrative centers when determining baseline indicators has been removed. Communities are now permitted to use data from their most developed locality for calculations, a move expected to improve the accuracy of land parcel assessments.

The revisions also address land designated for health and resort purposes. Specifically, land used by sanatoriums and resorts will now be valued using the same coefficient applied to built-up areas within settlements. The government has refined the list of resort and recreation zones, officially adding the city of Odesa. This designation could drive growth in the region's resort infrastructure.

Additional Policy Adjustments

Other changes include the consolidation of assessment districts, with the maximum area for a single district increased to 1,500 hectares. Furthermore, the new rules allow for a reduction in the tax burden on agricultural producers across four regions of Ukraine. Since the opening of the agricultural land market over four years ago, 501,619 purchase agreements have been concluded, totaling 49.7 billion hryvnias (UAH), covering a combined area of 977,200 hectares.

The Ministry of Economy, Environment, and Agriculture stated: 'The new regulations refine the overall methodology introduced after the 2021 reform and offer more efficient solutions for community development.'

Another critical update addresses gaps that arose during the expansion of settlement boundaries. A new algorithm has been established for valuing land parcels when boundaries are extended, effective until a full assessment of the area is completed. Additionally, evaluators can now refine soil agronomic groups based on actual, modern soil surveys. This rule applies to all land except for particularly valuable categories.

These updated land valuation rules in Ukraine are designed not only to enhance the precision of appraisals but also to stimulate regional economic growth, particularly in the agricultural sector and resort infrastructure. The policy changes represent a significant step toward attracting investment into the land market, creating favorable conditions for business development and increasing economic activity within communities. This, in turn, is expected to have a positive impact on the country's socio-economic situation.

Recent reports indicate that Ukrainian farmland prices have surged to 75,000 hryvnias per hectare, reflecting the growing demand and evolving market conditions. This trend underscores the importance of updated regulations in shaping the future of land use and economic development in the country.
