Moving Employment Records Online in Ukraine

According to ХВИЛЯ: Ukraine has set a five-year window for transitioning paper employment books to digital format, ending on June 10. The Pension Fund of Ukraine (PFU) has clarified that no fines will be imposed for missing this digitization deadline. The government’s ultimate goal is to enable automatic pension calculations for citizens, eliminating the need for manual paperwork and in-person visits.

As of now, the PFU has processed over 10 million employment records, leaving roughly 1.5 million still to be digitized. For individuals who started working after 2021, a physical employment book is no longer required. However, work history accumulated before 2004 must still be verified through paper archives.

“If you began working after 2021, a paper book is completely unnecessary. The electronic registry is the sole original record.”

Maletskyi also stressed the importance of data collection: “To automatically assign pensions based on the registry data, we need information about a person’s employment history, which then feeds into their insurance record.”

The PFU will continue to accept scanned copies of all documents confirming work activity as usual. The broader state objective is to automate pension awards for Ukrainians, removing the need to visit fund offices or gather extra certificates.

Ukraine’s move to digitalize employment records marks a key step in modernizing public services and streamlining pension allocation. This digitization not only reduces the administrative burden on citizens but also boosts the Pension Fund’s efficiency, which should ultimately improve service quality for Ukrainians.
