Abolition of the Housing Code and the Law on Housing Privatization
According to ХВИЛЯ: Ukraine plans to abolish the Housing Code and the Law on Housing Privatization by adopting a new draft law (No. 12377) on the basic principles of housing policy. The Verkhovna Rada is preparing to adopt this draft law, which has already passed its first reading. After the law is adopted, the current regulations governing housing relations in the country will cease to be in effect.
Important changes in the new draft law
According to the new amendments, the rules for using dormitories for temporary accommodation will be eliminated, as will the norms regarding the operation and repair of housing. Among the important changes is the lifting of the ban on placing industrial facilities in residential buildings. This may significantly affect the comfort of residents' living conditions.
Furthermore, the eviction of family members in the case of conflicts will become more complicated, which may lead to new social problems. It is also worth noting that retirees and people with disabilities will lose the right to request apartments on lower floors, which raises concerns among these population groups.
The authorities plan to create a Unified Information and Analytical Housing System, which will take 12 months. For areas of military conflict, this period will last 12 months after the end of hostilities.
The changes anticipated by the new draft law may have significant consequences for apartment owners and all those living in Ukraine.
