The Verkhovna Rada redistributed 40 billion hryvnias: what the funds will be used for

On Wednesday, August 20, the Verkhovna Rada of Ukraine adopted amendments to the state budget. This was reported by Prime Minister Yulia Svyrydenko and MP Roksolana Pidlasa. The changes mainly pertain to non-military expenditures totaling 40 billion hryvnias.

The increase in state budget expenditures will be distributed according to the following items:

  • 25.5 billion hryvnias – replenishment of the state budget's reserve fund (unforeseen military and humanitarian expenditures). Out of these funds, 8 billion hryvnias may be directed to support Ukrzaliznytsia.
  • 4.3 billion hryvnias for the Ministry of Digital Transformation, including 1.4 billion hryvnias for a program to purchase special equipment, drones, and equipment for testing in combat conditions, 2.8 billion hryvnias for grants to develop production in the Defense Tech sector.
  • 4.6 billion hryvnias for the nutrition of primary school students in all regions of Ukraine and students in grades 5-11 in frontline areas.
  • 3.2 billion hryvnias for the purchase of medicines for state-funded treatment of patients with oncological diseases, viral hepatitis, rare orphan diseases, hemophilia, etc.
  • 1.5 billion hryvnias will be allocated to local budgets for the development of a network of military lyceums that provide patriotic education for children.
  • 1.2 billion hryvnias for supporting war veterans and their families.

A separate decision to support internally displaced persons (IDPs) – one billion hryvnias will be allocated for the construction of new housing or reconstruction of existing premises. Funding is ensured by cutting other non-military expenditures and optimizing debt payments.

“Additional funds will be directed to priority non-military areas – medicines for cancer patients and patients with serious illnesses, nutrition for students in grades 1-4 in all regions and students in grades 5-11 in frontline territories, the development of military lyceums, support for defense tech producers, assistance to veterans, and housing for IDPs,” noted Svyrydenko.

It was previously reported that Ukraine needs billions of dollars in assistance for 2026.

The Ukrainian parliament has adopted changes to the state budget that provide for the allocation of funds to various areas, including support for military lyceums, war veterans, treatment of patients, feeding students, and housing for internally displaced persons. These changes will be an important step in ensuring support for those in need of assistance in Ukraine.
