Postponement of mobilization: who will be denied due to existing education
According to hvylya.net: According to Deputy Minister of Education and Science of Ukraine Dmytro Zavhorodniy, in Ukraine, only those who have not previously received any education after school can obtain a postponement from mobilization. This means that individuals with higher education who apply for training in a vocational institution are not granted a postponement.
'For example, if you graduated from university and apply for training in a vocational institution, a postponement is not granted. You can obtain a postponement if you did not have higher education before this', - explained Zavhorodniy.
The main conditions for obtaining a postponement from mobilization are the absence of any education after 9th grade, regardless of level - vocational, pre-higher, or higher. However, such people are a minority in Ukraine.
In comparison with postgraduate studies, where there is an increase in the number of men due to the opportunity to receive a postponement, there are no such problems recorded in vocational education. Zavhorodniy emphasized that education in Ukraine is accessible to most people, and only a small number of individuals do not receive any education after school. During 9 months of studying in a vocational institution, people prepare for entering the labor market, so the demand for such educational programs is quite justified and not aimed at studying irrelevant fields.
Regarding postponement from mobilization, according to the Law of Ukraine 'On Mobilization Preparation and Mobilization', this right has applicants of vocational, pre-higher, and higher education, namely those who study in full-time or dual forms and receive a level of education higher than previously obtained. This also applies to doctoral students and persons who are in internship.
Ukraine grants postponement from mobilization only to individuals who have not had any education after finishing school. This applies to training in vocational educational institutions. According to a well-known Ukrainian official, most people already have higher education, so obtaining a postponement is more difficult. Professional programs of Ukrainian educational institutions are aimed at preparing for the labor market and have not shown problems with postponement due to mobilization.
