Payments to Military and Interior Ministry Pensioners

According to ХВИЛЯ: In February 2026, military pensioners and retirees from the Ministry of Internal Affairs received a supplementary payment of 103 hryvnias (approximately $2.50 USD). This payment was made to comply with court orders, yet the state's total debt to these groups still exceeds 79 billion hryvnias. Attorney Tetiana Holytsia from Ivan Khomych's law firm provided details on the situation. The ongoing conflict has placed immense strain on Ukraine's budget, complicating the fulfillment of all social obligations.

The repayment of these debts is governed by Cabinet of Ministers Decree No. 821. Notably, in December, November, and October of the previous year, military pensioners were paid 186 hryvnias each. Furthermore, in February 2026, they received an additional 1,000 hryvnias on February 24th. Decree 821 also outlines the procedure for paying current pensions, recalculated based on court rulings, after July 17, 2025.

Court Ruling and Its Consequences

On March 4, 2026, the Kyiv District Administrative Court declared Decree 821 unlawful. Tetiana Holytsia stated:

"Last year in December, November, and October, they paid 186 hryvnias each. Accordingly, in February they gave 103 hryvnias." – Tetiana Holytsia

She added that there is currently no effective mechanism to obtain the full debt amount in a single payment. 'This information is not reliable,' the attorney emphasized.

The payment situation for military and Interior Ministry pensioners highlights significant problems in securing the social rights of these citizens. Despite court rulings and state obligations, the debts remain unpaid, causing financial hardship for those who served their country. The court's finding that the Cabinet decree was unlawful may lead to new legal disputes and demands for debt repayment, which could, in turn, impact social stability in Ukraine.
