Russia's 2025 Budget for Military Burials and Memorials Hits Record High
Spending on Funeral Services for Fallen Soldiers
According to Главком: In 2025, Russian state spending on funeral services for soldiers killed in the war against Ukraine reached a historic peak, exceeding 128 million rubles. This funding was allocated through the state procurement system for memorials and the organization of burials. The regions showing the highest activity in procuring these military funeral services in 2025 were:
- Novosibirsk Oblast
- The Komi Republic
- The Chukotka Autonomous Okrug
The average cost to bury one soldier is approximately 60 thousand rubles. Expenditure on these services has risen sharply compared to previous years. For instance, in 2023, 880 thousand rubles were allocated for memorials and 5.2 million rubles for burials. By 2024, these costs had increased to 24.5 million rubles for memorials and 11.8 million rubles for burials. The 2025 total of over 128 million rubles includes 111 million for monuments and 17.8 million for organizing funeral processions. This dramatic increase offers a stark, albeit indirect, financial indicator of the conflict's human toll, as the Russian government does not regularly publish official casualty figures.
The rising expenditure on funeral services for deceased military personnel may point to significant Russian losses in the war against Ukraine, underscoring the importance of this issue for society and government structures.
The growing costs for memorials and burials in recent years highlight a need for state management of this situation amid a prolonged confrontation, which could carry social and political consequences for Russia. The budget line for military funerals has thus become a grim metric of the ongoing war's intensity.
