Ukraine's 2026 University Admissions Overview

According to Главком: Ukraine's Ministry of Education and Science has released the timeline and requirements for the 2026 admissions cycle, which officially opened on July 1, 2026. This process covers bachelor's, master's, and doctoral programs, with detailed schedules for application submissions, online account registrations, and entrance exams. For undergraduate applicants, the primary selection criterion remains the National Multi-Subject Test (NMT). The ministry has also outlined categories of applicants eligible for benefits or special admission conditions, as well as minimum competitive scores for state-funded spots.

The registration of personal accounts on the vstup.edbo.gov.ua portal started on July 1. Bachelor's applications can be submitted from July 19 to August 1, with a maximum of 10 applications per applicant. For state-funded programs, applicants may submit up to 5 applications. Electronic accounts will remain active until October 15.

Registration for creative competitions and interviews begins on July 3 and closes on July 10 at 6:00 PM, while registration for contract-based programs ends on July 25 at 6:00 PM. Lists of recommended candidates for admission will be published no later than August 6. Applicants must confirm their chosen place of study by August 11 at 6:00 PM. Enrollment for both state-funded and contract places (priority applications) will be finalized by August 13.

Selection Criteria and Admission Features

The NMT remains the key criterion for bachelor's admissions in 2026. Applicants can use NMT scores from 2023, 2024, or 2025. Ukrainians who completed secondary school in Europe in 2025 or 2026 may substitute NMT results with their national graduation exam scores. Applicants from temporarily occupied territories or areas of active hostilities are eligible for state-funded places under Quota-2. Orphans, children without parental care, and other categories under Quota-1 are admitted based on NMT results within a separate quota. War veterans, individuals deprived of liberty due to aggression, and applicants denied NMT registration may instead undergo an internal university interview.

For master's and doctoral programs, the Unified Entrance Exam (ЄВІ) is mandatory, comprising a test of general academic competencies (ТЗНК) and a foreign language test. Master's applicants in specified fields must also take the Unified Professional Entrance Exam (ЄФВВ). Doctoral applicants are required to pass an exam on research methodology.

Registration for the main session of the ЄВІ/ЄФВВ for master's and doctoral programs runs from April 23 to May 14 (processing until May 19), with a second period from May 26 to 28 (processing until June 1). The main session testing for master's programs will take place from June 26 to July 14, with results available by July 23. An additional session for master's programs is scheduled from August 3 to 21, with results announced by August 21. The main session for doctoral programs is set for July 14 to 29, with results by August 7. An additional doctoral session will occur from August 24 to 28, with results known by September 4.

Minimum competitive scores for state-funded admission in 2026 are:

  • 130 points for most specialties
  • 140 points for pharmacy
  • 150 points for medicine, law, international relations, and public administration

Applicants who score 185 or higher on each subject of the 2026 NMT will be eligible for a monthly stipend of 10,000 Ukrainian hryvnias during their first year of study. For further details, applicants can contact the government hotline at 1545.
