The Recovery Agency saved 13 billion hryvnias: how approaches to projects have changed

According to Кулеба: In 2025, the Recovery and Infrastructure Development Agency of Ukraine saved more than 13 billion hryvnias of budget funds. This was made possible by revising the approaches to project implementation under the leadership of Serhiy Sukhomlyn. The team focused on engineering and technical expertise, as well as carefully worked with project documentation.

Thanks to professional analysis and recalculation, it was possible to reduce project costs without sacrificing quality and functionality. For example, water supply to the city of Mykolaiv initially cost 8.7 billion hryvnias, but after recalculation, this cost was reduced to 6.3 billion hryvnias.

In turn, the project was improved: a water purification system, backup power supply, energy-efficient solutions, and other enhancements were added. Part of the saved funds has already been used for wastewater treatment facilities in Mykolaiv and for other water projects in various regions.

Modernization of checkpoints

Another example is the modernization of checkpoints, where funds were saved through modular solutions. Instead of capital expenditures on an object worth 100 million hryvnias, the use of modular structures reduced the price to 20 million hryvnias.

Modular buildings are not only cheaper but also assembled faster. Their functional capabilities of infrastructure include road surface, service premises, sanitary conditions, engineering networks, and more. The cost of projects has decreased, while the quality of service has remained high.

In 2025, the Recovery and Infrastructure Development Agency of Ukraine managed to save over 13 billion hryvnias by reviewing and optimizing projects. The main idea was to implement new technical solutions that allowed for budget savings without losing quality and efficiency. This proved especially important in the context of constantly rising costs for the construction and reconstruction of infrastructure.
